The very first thing you need to do is check your system specification if your system meets the recommended requirement then you should proceed with this guide else it's probably your hardware performance.
Method 1
What you need to do is open task manager, now if your CPU usage isn't at 100% but the Disk usage is at 100%. Then click on your Disk tab and see that Process that are consuming the resources if the process is superfetch or Windows Defender or Anti-malware tool so the best thing is to wait for few minutes and see if the system calms down if it doesn't then do the following.

2. Run it
3. Go to Actions and choose 'Apple recommended settings'
4. Cick on the close icon, now it will ask you to create a restore point before applying
5. Click yes and create a restore point one it's done click close and choose yes
6. Your PC will reboot and hopefully, you will have a better system
Method 2
Graphics card driver issue. Most of the time I have seen is people install the Graphics Driver from Windows update or install but never open the application after it's installed (NVIDIA GeForce Experience or AMD Catalyst) the thing is you have installed the basic drivers to support the resolution but it also needs various other applications and add-ons provided from the manufacturer.
So what you need to do is download your GPU driver from the manufacturer instead of Windows Update then install it. Now when it's installed and possibly rebooted open the GPU application for NVIDIA its GeForce Experience and for AMD it's AMD Catalyst same goes for Intel. Running the application after it's installed is the last step it will install binaries, optimize your hardware etc.
